The normal discharge to the downstream water should provide a discharge compensation for seasonal differences in the inflow. It divides the storage capacity into different areas (pool-based operation) and assigns a discharge to each pool-based operation. A reservoir should collect water in periods of high inflow but still not overflow to have sufficient reserves in periods of low inflow.
