Reservoir B takes 100% of the discharge from A as long as its filling level does not reach 70% of the maximum volume. Furthermore, it is undesirable to receive additional water for flood protection reasons. The scaling factor decreases from 70% filling level to zero. Starting at a filling level above 50% it becomes increasingly easy to transfer water from Reservoir A to reservoir B. The actual transfer, however, only results from the interaction of both functions, taking into account the current filling level of reservoir B and the scaling derived from it.
