The operation of water resources infrastructure, such as e.g. dams and weirs, can have a significant impact on the water balance in a river basin. Water is held back, released or distributed, not purely based on hydraulic boundary conditions, but following specific operating rules. Often, different competing uses need to be satisfied and objectives need to be achieved at different points in the river basin (water supply, flood protection, low flow augmentation, energy production, compliance with environmental flows, recreational use), so that the operating plan describing the instructions for the release of water can become complex.
